As políticas públicas para a agricultura familiar no assentamento Emiliano Zapata, Uberlândia-MG

Abstract

This research aimed to analyze public policies for family farming in the Emiliano Zapata Settlement in Uberlândia-MG, presenting the consequences of reductions in investments in the, National Program for Strengthening Family Agriculture, (Pronaf), in the Programa Nacional de Merenda Escolar (National School Lunch Program, PNAE) , in the Programa de Aquisição de Alimentos (Food Acquisition Program, PAA) and in the Companhia Nacional de Abastecimento (National Supply Company, CONAB), implemented from 2016. The analysis took a time frame up to the year 2022. Research on the topic seeks to describe the origin of family farming in the Brazil, taking a historical approach that goes from peasant agriculture, passes through peasant agriculture and reaches its current classification. We also interpret the consequences for family farmers with the reduction in resources offered by the federal government through credit lines operated by Pronaf, as well as during the COVID-19 pandemic. To this end, the perspective of authors who address the topic and legal documents that deal with management to be developed in the school environment were used as guidance. This is a field research, with a qualitative approach, in which the perspective of historical materialism was chosen in the analysis of the data, obtained in the participation of the Regional Seminar on School Food and Family Agriculture of the Regional Education Secretariat of Uberlândia-MG, visit, as well as by collecting information in the Incra Citizenship Room and with the nutritionist responsible for the list of products to be purchased from family farming by the City of Uberlândia-MG. Finally, interview with the director of Coopercampra. Subsequently, there was a visit to the Emiliano Zapata Settlement, located in the rural area of Uberlândia-MG in order to learn about the Cooperative, its facilities, the agro-industrial operation in the Settlement, as well as the industrialization process of cassava, a product of local cultivation. The study found that the large reductions in investments in credit lines linked to Pronaf caused and continue to cause negative impacts on the Settlement. Keywords: Family farming. Public Policies.
