Exames médicos periódicos: a assistência e promoção da saúde sob a ótica dos servidores de uma instituição federal de ensino

Abstract

This is a qualitative research paper that sought to understand the practices involved in periodic medical examinations (PME) at Uberlandia Federal University, based on the understanding of the employees of this institution about practices in the context of both health care and health promotion. The execution of these examinations has been a challenge to the unit responsible for this activity in recent years. In addition, among other reasons, to the innovative management proposal contained in the Server Health Care Policy (PASS), which includes the axes promotion and surveillance, assistance and expertise, and establishes that the epidemiological profile obtained from these actions is the basis for the monitoring of this contingent. This has been a challenge since adherence to exams has been around 30% of the total number of active public servants. An issue that arises is what would justify the noncompliance with this legal requirement, which at the same time is a protective measure and safety for the worker, which entails no financial burden and would be one of the main instruments of health surveillance of this same clientele. In order to understand this problem, a field research was carried out, exploratory, involving 31 participants - public servants, technicians and managers using, as a methodological option, semi-structured interviews. The data were treated from the perspective of the thematic analysis, from which resulted in several themes grouped into previously defined categories according to the purpose of this study: knowledge of the purpose of the PMEs; motivation for achievement; justifications for non-fulfillment; understanding of the embodiment; knowledge of the legislation that regulates them; causes for low adherence; knowledge about the use of information obtained through PMS, among others. In the same way, it was possible to know that in addition to complying with the legal requirement, the minority of the servants take advantage of the PMEs, "taking the opportunity" to take care of their health. It was concluded that PMEs are still ineffective in view of their objectives, the low awareness of the servants as to its importance, the insufficient training of the PASS team and the difficult access to the reports of the computerized system.
