Abstract

The theme of this study is an analysis of the effects of outsourcing on the organization of civil servants at the Federal University of Uberlandia, which is affiliated to the Union of Technical-Administrative Workers at Federal Higher Education Institutions in Uberlandia - SINTET-UFU. The first step is to discuss and seek a better understanding of the process of outsourcing as an instrument of capital to guarantee the permanence and expansion of profits and as an instrument to overcome periods of crisis which, according to some authors, are typical of the system. It is well known that in recent years outsourcing has moved from the open market, where capital is predominant, to the public space, which is organized and controlled by the state. It is therefore part of the study to understand the damage and risks that this model also poses to the achievement of the state's objectives. As the analysis is focused on a specific audience and area of activity of SINTET-UFU, it is necessary, during the presentation of the topic, to also know the history of the union, when it emerged, how it emerged and how it behaves and has been behaving in the face of outsourcing that can, in time, bring damage to the very existence and survival of the union as an instrument of class struggles. In the end, the aim is to understand SINTET-UFU's performance in the face of this difficulty and, if possible, to point out ways in which it can ensure the stability and maintenance of an organization with 35 years of existence and a solid history built on a lot of struggle and dedication.
