Inclusão digital dos surdos: desafios sociais e produção do conhecimento

Abstract

This research was developed in the Post-Graduation Program in Education of the Federal University of Uberlândia, in the Investigation Field of “State, Politics and Education Management” and intended to think about the importance of elaboration and implementation of public policies of digital inclusion related specifically to deaf people. Therefore, the focus of this paper concerns to these following issues: a) How can the Communication and Information Technologies (CITs) contribute to the amplification of the communication possibilities and the inclusion process of deaf people? b) What are the prerequisites to occur the process of digital inclusion? c) What are the social, economic and political conditions experienced by the deaf people in these processes of digital inclusion? d) How have intended the deaf people participate of the digital world? e) Are there public national policies earmarked to the digital inclusion of Brazilian deaf people in the period between 1995 and 2018? f) Are there contributions of academic and scientific research in the processes of digital inclusion of the Brazilian public policies targeted to the deaf people? Considering these questions, this paper aimed to analyze and comprehend the public policies of digital inclusion of the Brazilian deaf people between 1995 and 2018, as well as the contributions of scientific and academic research in this process. The specific goals, considering the reality of the Brazilian deaf people in the mentioned period of years, intend to identify and to analyze: a) The existence of public national policies targeted to their digital inclusion; b) The existence of prerequisites to their digital inclusion; c) The using of the CITs to the expansion of the possibilities for their digital inclusion; d) The consequences of the public policies and the power relations in the processes of digital inclusion; e) The collective ways used to their participation in the digital inclusion; f) The role played by the public policies in the promotion of scientific research and in the processes of digital inclusion. This is a bibliographic exploratory study underpinned on the Foucault works about the language processes and the power relations in the subject’s constitution that intended to comprehend the importance of the public policies in the processes of digital inclusion of Brazilian deaf people in the period between 1995 and 2018 with empiric dates collected in the Capes platform. Finally, as the main considerations, we point out the necessity of improvement of the data processing and collect mechanisms regarding to the social, economic and educational situation of deaf people in order to investigate their real life conditions and, thus, contribute to the construction and the implementation of public policies of digital inclusion that serve the specificities of these people in a higher quality.
