| Summary: | Este trabalho tem como objetivo analisar a dinâmica das finanças do município de Bebedouro - SP, no período de 2012 a 2018, bem como os determinantes de uma crise fiscal municipal. Desse modo, a pesquisa apresenta uma contextualização das características e peculiaridades de Bebedouro, que levaram ao seu desenvolvimento, atraindo grandes empresas para a região. Depois disso, é exposto o cálculo do índice do CAPAG e do Firjan mais a regressão com as variáveis PIB do país, incerteza, saldo anterior ao ano analisado e o custo da dívida, sendo o saldo fiscal do município a variável explicativa entre o período destacado. Pelos resultados e análise empírica, uma crise econômica brasileira afeta as finanças dos municípios, porém uma gestão ineficiente pode aprofundar ainda mais os efeitos de uma crise fiscal municipal em municípios de médio a pequeno porte, como aconteceu com a cidade de Bebedouro. |
| Abstract: | This paper aims to analyze the dynamics of the finances of Bebedouro city from 2012 to 2018, as well as the determinants of a municipal fiscal crisis. Therefore, the research presents a contextualization of the characteristics and peculiarities of Bebedouro, which led to its development, attracting large companies to the region. After that, the calculation of the CAPAG and Firjan index plus the regression with the country's GDP variables, uncertainty, and balance before the year analyzed, and the cost of debt, with the municipality's fiscal balance being the explanatory variable between the periods highlighted. From the results and empirical analysis, a Brazilian economic crisis affects the finances of the municipalities, but inefficient management can further deepen the effects of a municipal fiscal crisis in medium to small municipalities, as happened with the city of Bebedouro. |
