| Summary: | A questão migratória e seus mecanismos normativos se configuram de forma a assegurar os direitos de imigrantes para além de seu país de origem e garantir a sua entrada em um novo território. No entanto, a circulação de imigrantes, dentro de um cenário de ditadura militar, se tornou restrita e estava controlada a partir dos interesses dos militares dentro do poder Executivo. A partir dessa perspectiva, o presente trabalho tem como objetivo elaborar um estudo aprofundado sobre as normas migratórias implantadas durante o regime militar brasileiro a fim de compreender o seu conteúdo normativo, os seus mecanismos e apresentar os seus impactos que afetaram diretamente os imigrantes de forma a restringir a sua entrada em território brasileiro. Além disso, as pautas sobre direitos humanos que abordam o tema de migrações serão discutidas de forma a compreender como o governo militar brasileiro se portava em seu cenário interno e externo. |
| Abstract: | The issue of migration and its normative mechanisms are configured to ensure the rights of immigrants beyond their country of origin and to guarantee their entry into a new territory. However, the movement of immigrants, within the context of a military dictatorship, became restricted and was controlled by the interests of the military within the Executive power. From this perspective, this paper aims to conduct an in-depth analysis of the migration regulations implemented during the Brazilian military regime in order to understand their normative content, mechanisms, and to present their impacts that directly affected immigrants, restricting their entry into Brazilian territory. In addition, the topics on human rights addressing the issue of migration will be discussed in order to understand how the Brazilian military government acted in both its domestic and international contexts. |
