Posicionamento da “Bancada Sindical” durante a tramitação da reforma trabalhista de 2017

Abstract

This Course Completion Work seeks to contribute to the political studies of trade unionism in Brazil. This is a study on the actions of unionist parliamentarians during the processing of Bill 6787/16 (Labor Reform) authored by the Michel Temer Government (PMDB). The 2017 Labor Reform impacted labor relations, leading to the loss of rights previously guaranteed by the Consolidation of Labor Laws. Conducted in a period after the 2016 coup, the context in which its discussion and voting took place in the legislative houses had a numerical and politically dominant government base and allied to the interests of fractions of the bourgeoisie, especially the Brazilian industrial bourgeoisie. As an opposition, the “Bancada Sindical” positioned itself as a parliamentary group formed by deputies and senators with links to the union movement, representing the interests of the working class. The aim was to show who these parliamentarians are, how they organized them selves and acted in the face of this employer onslaught. Even though they were unable to prevent the process, it is concluded that the members of the Union Caucus sought to act in two ways: through obstruction and through proposing amendments to the Bill. This is expected to contribute to the understanding of the role of the “Union Caucus” in the context of the 2017 Labor Reform.
