| Summary: | Este estudo tem o objetivo de analisar os limites e potencialidades do Programa de Auxílio Emergencial (PAE) no enfrentamento à pandemia do Covid-19. Para alcançar tal objetivo, foi construída inicialmente uma revisão das teorias acerca das políticas públicas de transferência de renda no Brasil. Os resultados do presente estudo diagnosticam potencialidades relacionadas ao auxílio emergencial no atendimento a pessoas que se encontram em vulnerabilidade social. Apesar disso, também foram identificadas limitações para o avanço da política pública, no que tange à lentidão na ação dos responsáveis pela implantação das medidas lançadas para enfrentamento da Covid-19. A demora impactou no agravamento da situação econômica e social, as quais já estavam comprometidas, tendo em vista o cenário econômico degradado desde o ano de 2015. Foi em meio às pesadas críticas formuladas, que a equipe econômica do Governo Federal dera início aos pagamentos do auxílio. |
| Abstract: | This study aims to analyze the limits and potentialities of the Emergency Assistance Program (EAP) in confronting the covid-19 pandemic. To achieve this objective, a review of the theories about public policies for cash transfer in Brazil was initially constructed. The results of this study diagnose potentialities related to emergency aid in assisting people who are socially vulnerable. Despite this, limitations to the advancement of public policy have also been identified, regarding the slowness of action by those responsible for implementing the measures launched to confront Covid-19. The delay impacted the worsening of the economic and social situation, which were already compromised, considering the degraded economic scenario since 2015. It was in the midst of the heavy criticism that the economic team of the Federal Government started paying the aid. |
