Licitação na modalidade convite: uma análise dos princípios da Administração Pública e os desafios dos gestores públicos nas escolas estaduais de Uberlândia- MG

Abstract

The present study presents an analysis of the bidding in the invitation modality, presenting the principles of Public Administration and the understanding of its relationship with the demand for necessary purchases from public schools. The general objective is to identify the challenges of managers in the decision-making process from the bidding process, identifying if it is possible to guarantee efficient and quality conditions in favor of Public Administration. The quantitative and qualitative research was carried out using a questionnaire applied to managers of public schools in the State of Minas Gerais, specifically in the city of Uberlândia, in order to understand how public managers can satisfy through product acquisition procedures or services in school institutions, and if this is possible through the bidding process, in the modality invitation, of the lowest price type. With the application of the questionnaire it is concluded that of the 100% of the managers, a little more than 40% declared that the process is the best tool in its totality, while almost 60% affirmed that the procedure is the best tool in parts. In most arguments, those who "do not agree or disagree" were very much present. With this finding, according to the managers' statement, the bidding process in the modality invitation, type lower price, can only be viable in its entirety for the Public Administration, if the managers and the commission of licitation receive a training of the finance sector of the Secretariat On the theme in question and the practice of all the explicit and implicit principles foreseen in Law 8666/93.
