| Summary: | O Programa F-X2, concorrência da Força Aérea Brasileira para a seleção de aeronaves de caça, tem como um dos objetivos principais a capacitação e modernização tecnológica da indústria aeroespacial brasileira por meio da transferência de tecnologia. O presente trabalho estuda as mudanças potenciais do programa sobre a principal empresa do setor no país, a Embraer, abarcando também outras firmas da indústria, a partir da discussão de contrapartidas comerciais e tecnológicas em aquisições internacionais (offset). A pesquisa realiza um levantamento histórico da prática do offset no país e seus resultados. Ademais, são discutidas as capacidades e competências técnicas da Embraer, a fim de se compreender as condições da empresa para absorver a tecnologia transferida no âmbito do programa. Por fim, é feita uma avaliação do estado atual do desenvolvimento do programa, identificando impactos ocorridos e as consequências sobre a competitividade e qualificação da indústria aeroespacial e de defesa. |
| Abstract: | The Program F-X2, a competition of the Brazilian Air Force for the selection of fighter aircraft, has as one of the main goals the training and the technological modernization of the Brazilian aerospace industry through the transfer of technology. This research aims to understand the potential impacts of the program on the main company of the sector in the country, Embraer, but also encompassing other industry firms, from the discussion of offsets in international acquisitions. The research carries out a historical survey of the practice of offset in Brazil and its results. In addition, the technical capabilities and competencies of Embraer are discussed, in order to understand the company's conditions to absorb the technology transferred under the program. Finally, an assessment is made of the current state of development of the program, identifying impacts that have occurred and the consequences on the competitiveness and qualification of the aerospace and defense industry. |
