Movimento Negro Contemporâneo e o 'voltar-se para a África': Uma análise sobre a inserção da questão racial na agenda internacional brasileira

Abstract

To analyze the process of transnationalization of the Contemporary Black Movement is also necessary to problematize concepts, to trace historical events and to apprehend power relations. After all, the understanding of this process takes place internally and externally under the impact of the transversality thinking about issues such as race, black identity, multiculturalism and an imaginary with a strong political charge, that of "turning" to Africa. Responsible for the demand for a link between the promotion of racial equality in Brazil and the Foreign Policy focused on the African continent, the Black Movement, subject of the present work, throughout the systemic, institutional and its own (re) configuration changes, had to reinvent itself and trigger symbolic and essentialist dimensions to bring together forces moving towards an international political sphere. This was the explicit strategy in its participation in the Durban Conference (2001), when the movement gains a new dimension, rising as an influential actor in the orientation of Foreign Policy, requesting responses from the State and the international community to their demands. The racial question, in this historical moment, was inserted in Brazil’s international agenda. However, the analysis of this process, from a historical perspective, shows, on the other hand, a threshold: the legitimacy of the movement and the discourse carried forward remain distant from concrete answers.
