Autonomia e compromisso: o regime regional de direitos humanos na política externa brasileira nos governos FHC e Lula

Abstract

This paper aims to analyze how human rights were incorporated into the foreign policy of the governments Fernando Henrique Cardoso (1995 - 2002) and Luís Inácio Lula da Silva (2003 - 2010). The intent is to understand to what extent the orientation of foreign policies in the quest for autonomy influenced the commitment of these governments to the regional human rights regime. Thus, this study is theoretical, and it was carried out by reviewing the literature and analyzing the concepts on the proposed themes so it will provide the background needed for its analysis. The study was accomplished through a bibliographical and documentary survey in the Library of the Federal University of Uberlândia and especially in virtual collections - internet like: SciELO, Portal of Periodicals CAPES, JSTOR. The paper's conclusions seek to discuss how the commitment to human rights was articulated in the strategy of pursuing the autonomy of the foreign policies in the governments of FHC and Lula focusing on the Inter-American System of Human Rights.
