A nova política de saúde mental: entre o precipício e paredes sem muros (Uberlândia 1984/2006)

Abstract

This research understands the process of implantation of a new politics of mental health in the city of Uberlândia, from 1984 until the present, seing indistinctly its particularitities and accories with the national project of psychiatric reform. For in such a way, we detach primordial elements that make possible the modification of the treatment of madness in the city, between them the municipal public politics, from the management of mayor Zaire Rezende, when elaborated a plan of attendance in mental health in new molds, moving the effective psychiatric structure at the time, that it counted only on the Sanatorium Espírita of Uberlândia and the Psychiatric Section of the Hospital of Clinics of the Federal University of Uberlândia. It is standed out creation of the Clinic Jesus de Nazaré in the year of 1994, idealized by a espírita group of the city that exactly with this bias of attendance to madness, it adjusts to the new legislation of mental health, without, however, abandoning its therapeutical and espíritas beliefs in the cares with madness, for them understood, in many cases as obsession. Salient in this perspective the dialogue with several citizens and the contact with referring documentation the projects of the public power and the Clinic Jesus de Nazaré , as well as referring documentation the denunciations of recklessness and bad-treatments to the users of the services of mental health, showing the preconception and the necessity of change in the perception of madness, tracks that must be covered for the guarantee of the respect to the differences of these citizens. In this context, to understand which national the accord of the project of reorganization of the services of mental health in the city and the politics proposal, which its advances and retrocessions and which the real modifications promoted in the care of people who suffer from mental upheaval.
