Summary:	O presente trabalho tem por objetivo analisar os fundos constitucionais de desenvolvimento do Norte e do Nordeste, para tanto iremos considerar o perfil dos municípios receptores dessas regiões. Para realizar essa análise, dividiu-se o trabalho em cinco capítulos. O primeiro capítulo irá realizar uma reflexão sobre as economias monetárias de produção, a fim de observar como essas afetam as decisões dos agentes econômicos no momento de suas decisões. Assim, procuramos desenvolver nesse capítulo quais são os estágios da evolução bancária. Enquanto que, o segundo capítulo discorre sobre as evoluções de crédito dos bancos públicos e privados, do crédito direcionado, créditos livres e créditos de investimento, o custeio e a comercialização, de forma que se possam destacar quais desses dois tipos de bancos lideraram na liberação do crédito. Além disso, procuramos avaliar a lógica de operação do sistema bancário e o ajuste de portfólio de cinqüenta maiores bancos do Brasil. Já o terceiro capítulo apresenta a nova conformação do sistema financiamento agrícola, a evolução do Sistema Nacional de Credito Rural e a distribuição do mesmo para as regiões Norte Nordeste. O quarto capítulo analisa a evolução da legislação, suas alterações, bem como as taxas pagas pelos os bancos gestores de cada fundo, a operação do BNB ( Banco do Nordeste) com recursos próprios e os recursos dos Fundos Constitucionais de Nordeste. E por fim, o último capítulo versa sobre o perfil da liberação dos recursos dos fundos constitucionais de Norte e Nordeste, a fim de verificar se o direcionamento desses está atendendo os objetivos estabelecidos pela constituição de 1989.
Abstract:	The aim of these lines is to analyze the foundations of the development of the Brazilian North and Northeast regions. We will consider the singularities of the cities of these regions. To accomplish that goal, the text is divided in five chapters. The first chapter will revise the concept of a monetary theory of production, so that the decision of the economic agents can be observed at the moment of their decisions. The evolution of the banking system will be described trough stages. The second chapter describes the evolution of the lending activities of the public and private banks, concerning various types of credit, such as directed, free from charges and of investment. It will be shown which of the banks leads the lending activity. Besides that, we analyze the logic of the banking system and the portfolio adjustment of the fifty greatest banks in Brazil. The third chapter presents the new character of the agricultural financing system, the evolution of the Sistema Nacional de Crédito Rural and the distribution of it in the region of North and Northeast. The forth chapter analyzes the evolution of the legislation, its changes and the taxes paid by each of the fund managers, the operation of the BNB with own resources and the resources of the Fundos Constitucionais do Nordeste. Finally, the last chapter shows how the resources approval of the Fundos Constitucionais do Norte e Nordeste were made, aiming to check if these fund distribution is attending the objectives established in the Brazilian constitution of 1989.
