| Summary: | O presente trabalho tem como objetivo demonstrar as fontes de financiamento e as atribuições do Estado no Brasil na década de 1990, bem como seus pontos de estrangulamento, considerando as transformações pelas quais o País passa após a promulgação da Constituição Federal de 1988 e a redemocratização política. Simultaneamente a estas transformações internas, ocorre uma maior inserção externa da economia brasileira, materializada pelas aberturas comercial, produtiva e financeira, cujas idéias que servem de fundamento são a globalização e o neoliberalismo. Nesse contexto, o financiamento e as funções do Estado mudam drasticamente em relação ao modelo desenvolvimentista, vigente até os anos 1980. Para tanto, será feita uma breve análise histórica da economia brasileira, buscando subsídios para se compreender a gênese do Estado brasileiro e as razões de suas mudanças ao longo do tempo. A hipótese central é que, diferentemente do esperado, as mudanças trazidas pela Constituição de 1988 e pela implementação de políticas neoliberais não melhoraram o financiamento do Estado e, assim, prejudicaram a execução das funções a ele atribuídas. |
| Abstract: | The objective of this work is to present the financing sources and attributions of the State in Brazil during the 1990's, as well as its crucial issues considering the transformations endured by the Country after the enactment of the 1988 Federal Constitution and political redemocratization. A greater external insertion of the Brazilian economy occurs simultaneously to these internal transformations, produced by commercial, production and financial openings in which the globalization and neoliberalism serve as fundamental ideas. In this context, the financing and the State s role change drastically in regards to the model of development in effect until the 1980 s. Therefore, a brief historical analysis of the Brazilian economy will be performed, searching for financial assistance to understand the Brazilian State s origin, and the reasons for its changes throughout time. Differently than expected, the central assumption is that the changes by the 1988 Constitution and by the implementation of neoliberalism policies did not improve the State s financing, and therefore harmed the execution of the functions attributed to it. |
