Summary: O presente artigo pretende analisar as relações de poder, sob as categorias de hard e soft power, entre Brasil e Marrocos, vinculadas ao conflito de independência da República Árabe Saaraui Democrática, comumente chamada de Saara Ocidental. Nesse sentido, o objetivo do trabalho é investigar se preexistem liames de “poder suave” entre a cultura brasileira e marroquina que, se comprovados, poderiam ser um dos motivos que justifiquem a atuação neutra do Brasil, no que diz respeito ao apoio ao povo saaraui e à desaprovação da exploração dos recursos naturais dessa região. Ademais, como referencial teórico deste artigo, foram utilizados autores, cujos estudos e críticas fundamentam-se em uma perspectiva decolonial do Direito Internacional. Por fim, com o intuito de alcançar os objetivos descritos, este trabalho valeu-se da metodologia dedutiva e de pesquisa bibliográfica qualitativa.
Abstract: This article aims to analyse the power relations, under the categories of hard and soft power, between Brazil and Morocco, linked to the conflict over the independence of the Sahrawi Arab Democratic Republic, commonly known as Western Sahara. In this sense, the aim of the paper is to investigate whether there are pre-existing links of "soft power" between Brazilian and Moroccan culture which, if proven, could be one of the reasons justifying Brazil's neutral stance in terms of supporting the Saharawi people and disapproving of the exploitation of the region's natural resources. In addition, as a theoretical reference for this article, authors were used whose studies and criticisms are based on a decolonial perspective of international law. Finally, in order to achieve the objectives described, this work used deductive methodology and qualitative bibliographical research.
