Diagnóstico territorial do Parque Municipal da Matinha, Monte Carmelo/MG: aspectos fundiários, cartográficos e ambientais

Abstract

This study aimed to perform a technical-forensic analysis of the land tenure, cartographic, and environmental status of the Matinha Municipal Park, located in Monte Carmelo, Minas Gerais, Brazil, in order to identify territorial inconsistencies and provide technical input for land regularization and public area management. The methodology comprised bibliographic and documentary research, field inspections, geodetic positioning using GNSS receivers processed via IBGE’s Precise Point Positioning service, as well as traversing and detail irradiation using a total station. The collected data were integrated into a Geographic Information System environment and compared against the property deed, the certification from the Land Management System (SIGEF), municipal registry records, and available environmental data. The results revealed discrepancies between the perimeter physically occupied by the park and its officially registered boundaries. Approximately 0.3200 ha of occupied area was identified outside the official polygon, encompassing parts of the infrastructure used by the park, such as the parking lot, main entrance, lake, and sand volleyball courts. Furthermore, outdated municipal cartographic representations were identified, along with structure encroachments within Permanent Preservation Areas delineated from field-surveyed drainage lines. It is concluded that the integration of geodetic surveys, land registry documentation, and geospatial databases enabled the identification of territorial inconsistencies and the generation of technical inputs for cadastral updating, land tenure regularization, and the environmental management of urban public areas.
