| Summary: | Esta pesquisa investiga como a “responsabilidade fiscal” é construída discursivamente pela mídia hegemônica brasileira. Desta forma, investiga como, ao tratar da economia, o discurso jornalístico produz efeitos de verdade sobre a responsabilidade fiscal, princípio tido como fundamental para a gestão das contas públicas e garantia da saúde financeira do Estado. Para averiguar essa questão, adotou-se o referencial dos Estudos Discursivos Foucaultianos, que entendem o discurso como uma prática construtora de saberes, de exercícios de poderes e de efeitos de verdades. O corpus consiste em três textos publicados em outubro de 2023 pelos veículos Folha de S. Paulo, Veja e Valor Econômico, respondendo à fala do presidente Lula sobre a meta de déficit fiscal zero. A análise levanta três princípios reguladores do discurso: interdição, uso do mercado como termômetro e iminência da crise como demanda por austeridade. Desta maneira, foi possível observar que a mídia brasileira insere-se num campo associado, do qual faz parte também o FMI, que produz discursos alinhados à ortodoxia fiscal enquanto exclui perspectivas divergentes. |
| Abstract: | This research investigated how “fiscal responsibility” is discursively constructed by the brazilian mainstream media, questioning why, despite divergences on numerous topics, mainstream media outlets tend to approach it from such similar perspectives. To examine this issue, the study adopted the theoretical framework of the Foucauldian Discourse Studies, which understands discourse as a practice that constructs knowledge, power, and truth. The corpus consists of three texts published in October 2023 by Folha de S. Paulo, Veja, and Valor Econômico, in response to President Lula’s statement regarding the zero fiscal deficit target. The analysis was conducted through three discursive regulatory principles: interdiction, the use of the market as a parameter, and the imminence of crisis as a demand for austerity. Hence, it was possible to observe that the Brazilian media is inserted in an associated field, which also includes the IMF, that produces discourses aligned with fiscal orthodoxy while excludes divergent perspectives. |
