O rubi cravado em meio as esmeraldas: Políticas patrimoniais como ferramenta de preservação a partir da análise dos tombamentos da Vila Ferroviária de Paranapiacaba, Santo André - SP (1982-2008)

Abstract

The Vila Ferroviária de Paranapiacaba, in Santo André - SP, is linked to the history of São Paulo's first railroad. This village, still under the concession of the English company SPR - São Paulo Railway (1867-1946), is a cultural, historical, artistic and industrial testimony that highlights the contributions of the English to the advancement of coffee growing in the interior of São Paulo and the development of the State of São Paulo. Paranapiacaba is located high up in the Serra do Mar and is surrounded by the rich biodiversity of the Atlantic Forest. Recently, IPHAN began the process of including the village on Brazil's Tentative List of UNESCO World Heritage Sites (2008 and 2014). This could lead to international recognition of this unique property. However, it is important to note that listing does not necessarily guarantee full protection of the heritage. This work aims to understand the importance of listing policies in the preservation of Paranapiacaba. To this end, a methodology of data analysis and cross-checking was used to observe the town's listing processes at national and international level. The time frame begins with the first institutional process for recognizing the village, Process 22.209/1982 of CONDEPHAAT (State), and ends with the inscription in IPHAN's Historical Tomb Book in November 2008 (No. 586, vol. 2, f. 093-094). Through historical narrative and based on Material Culture, we sought to understand Paranapiacaba's listing policies and the articulations of this organized process in the defense of the heritage of the Paranapiacaba Railway Village.
