| Summary: | O presente trabalho se propõe a analisar, sob a perspectiva do período do Governo Lula da Silva (2003-2010), o uso das políticas sociais como mecanismo de soft power, mais especificamente, no caso do IPC-IG (Centro Internacional de Políticas para o Crescimento Inclusivo). A partir da revisão de documentos provenientes dos encontros ministeriais e de cúpula realizadas no mesmo período, bem como diante da leitura de obras de importantes autores, pode-se afirmar que o IPC-IG se apresentou como uma importante e singular iniciativa no âmbito da cooperação Sul-Sul, caracterizada como uma cooperação técnica, científica e tecnológica. Esta parceria do Governo Lula com o PNUD (Programa das Nações Unidas para o Desenvolvimento) propiciou oportunidades de aprendizado aos países em desenvolvimento, por meio de recomendações de políticas públicas, feitas através de experiências inovadoras do Sul Global. A partir disso, foi possível inserir o Brasil como ator global e reforçar, dentre outras iniciativas, a posição do país, como liderança importante entre os países em desenvolvimento. |
| Abstract: | This present work aims to analyze, from the perspective of the Lula da Silva government period (2003-2010), the use of social policies as a soft power mechanism, more specifically in the case of IPC-IG (International Policy Centre for Inclusive Growth). Through the review of documents from ministerial and summit meetings held during the same period, as well as the reading of works by important authors, it can be affirmed that IPC-IG presented itself as an important and unique initiative in the context of South-South cooperation, characterized as technical, scientific and technological cooperation. This partnership between the Lula government and UNDP (United Nations Development Programme) provided learning opportunities for developing countries, through policy recommendations based on innovative experiences from the Global South. It was possible to insert Brazil as a global actor and reinforce, among other initiatives, the country's position as an important leadership among developing countries. |
