Abstract

The object of the thesis, the National Program for Access to Work and Employment (PRONATEC), launched in 2011 by President Dilma Rousseff, reconfigured Professional Education on the agenda of the federal executive. The objective of the thesis is to present the constitution of Vocational Education in Republican Brazil, as an integral element of the economic and social policies undertaken by the state government, in the configuration of the globalized economy, productive restructuring and redefinition of the role of National States, through policies and programs implemented and the forms of social control, trying to apprehend the effective scope of these actions according to the documents and data made available by the federal government and its agencies Part of the following questions: What were the policies (state government or federal government) for the training of workers in the context of capitalism throughout the constitution of the federal government, especially in the political-institutional sphere? At some point, were there conditions to establish a School of Work based on polytechnic as a pedagogical principle? Especially regarding PRONATEC, how does it approach or distance itself from other policies implemented by the federal executive throughout the history of the republic? The thesis that is sought to defend is that Public Policies were constituted by certain governments, in certain political contexts, as a response to more ideological than practical demands, with the objective of convincing public opinion for the government's power project. occasion, with a view to maintaining the current social order based on power relations to protect private property. Actions also as a result of the resistance of the working class, in the struggle for access to social rights, especially access to education and work. The methodological path demanded a look at the available literature, which is in line with the analysis presented. PRONATEC has been abandoned since the interruption of Dilma Rousseff's mandate, in 2016, and reconfigured in 2020 by the current government under the name of NEW PATHS. The present time reveals one of the biggest crises of neoliberalism in the world and, with the pandemic caused by COVID-19, the reality is that of collapse in the capitalist system. In countries like Brazil, structurally dependent on financial capital, the inherent contradictions in the options for economic growth and political coalition are manifested. Class antagonisms are aggravated, workers excluded from the productive system have become poorer and institutions, which should guarantee the democratic government and its rights, are deteriorating.
