O Estado de Bem-Estar Social no Governo Lula (2003 - 2010)

Abstract

The following research analyzes the social policy implemented and developed throughout the two terms of Luiz Inácio Lula da Silva (2003-2010) with the objective of attest to the existence of a Welfare state during the period. Going through theoretical and classificatory aspects on the welfare state, present in the main contributions of literature, and by the historical trajectory of Brazilian social policy, the present study concludes that the State, under Lula's government, constitutes a Welfare state. The central argument is that although it constitutes a Welfare state, it did not manifest itself linearly, there were changes in content and orientation according to Lula's policy also changed. To achieve the objectives, a qualitative and bibliographic research was mobilized.
