| Summary: | A seguinte pesquisa analisa a política social implementada e desenvolvida ao longo dos dois mandatos de Luiz Inácio Lula da Silva (2003-2010) com objetivos de atestar a existência de um Estado de Bem-Estar Social durante o período. Perpassando por aspectos teóricos e classificatórios sobre o welfare state, presente nas principais contribuições da literatura, e pela trajetória histórica da política social brasileira, o presente estudo conclui que o Estado, sob governo de Lula, constitui um Estado de Bem-Estar Social. O argumento central é que apesar de constituir um Estado de Bem-Estar Social, ele não se manifestou de forma linear, havendo mudanças de conteúdo e orientação conforme a política de Lula também alterava. Para atingir os objetivos, foi mobilizada uma pesquisa qualitativa e bibliográfica. |
| Abstract: | The following research analyzes the social policy implemented and developed throughout the two terms of Luiz Inácio Lula da Silva (2003-2010) with the objective of attest to the existence of a Welfare state during the period. Going through theoretical and classificatory aspects on the welfare state, present in the main contributions of literature, and by the historical trajectory of Brazilian social policy, the present study concludes that the State, under Lula's government, constitutes a Welfare state. The central argument is that although it constitutes a Welfare state, it did not manifest itself linearly, there were changes in content and orientation according to Lula's policy also changed. To achieve the objectives, a qualitative and bibliographic research was mobilized. |
