Políticas sociais na década de 90: o Programa Comunidade Solidária e a permanência das desigualdades sociais

Abstract

This dissertation analyzes the new paths taken by social policies in the 90s, demonstrating that there is no doubt about the existence of a project to remodel social policies in Brazil. One of the forms taken by this new standard is the creation of programs focused on the poorest, a strategy that gains strength with the Community Solidarity program. The reforms underway are clearly in line with the neoliberal intervention project in social areas, which, in practice, has been reversed in: cutting social spending, privatizing services / benefits, creating focused programs to combat poverty and decentralization. The selective programs to combat poverty can only be understood in the general context of the implementation of the neoliberal project in the social area, being within a larger strategy: the privatization of services and social benefits. Even though the Solidarity Community is located within the more general strategy of organizing social policies under neoliberal influence, it remains to be seen whether its intervention has at least minimized the effects of poverty on the most needy population. However, the answer is negative, because in the first place, although it is a program aimed at providing priority assistance to the most needy population, its goals are quite modest. Second, even these modest goals have not been achieved. In this sense, the new orientations of social policies combined with adjustment policies have aggravated the country's serious social problems.
