| Summary: | O objetivo da presente investigação é analisar o processo de institucionalização da Secretaria Municipal de Relações Internacionais (SMRI) na cidade de Porto Alegre durante o período de 1994 até o ano de 2017. A hipótese geral tida como base, se firma na premissa de que as secretarias para além de fomentarem a inserção internacional, também estabelecem estruturas e conexões externas que vão além da esfera de governança estado-União. O método utilizado na análise do caso será o hipotético dedutivo sendo o artigo estruturado em três partes. A primeira introduz uma leitura geral da ação internacional das cidade sendo seguida pela segunda parte que foca na experiência brasileira e a participação de municípios na atuação internacional do país. Na última parte têm-se a exposição do estudo de caso seguido das considerações finais. |
| Abstract: | The objective of the present investigation is to analyze the process of institutionalization of the Municipal Bureau of International Relations (SMRI) in the city of Porto Alegre during the period from 1994 to 2017. The general hypothesis based on the premise that secretariats, in addition to fostering international insertion, also establish external structures and connections that go beyond the sphere of state-Union governance. The method used in the analysis of the case will be the hypothetical deductive being the article structured in three parts. The first introduces a general reading of the international action of the city followed by the second part that focuses on the Brazilian experience and the participation of municipalities in the international performance of the country. In the latter part we have the exposition of the case study followed by the final considerations. |
