Articulação entre política externa e de defesa: uma análise da gestão de Celso Amorim no Ministério da Defesa

Abstract

The objective of this study is to discuss how the articulation between the Brazilian foreign policy and the national defense policy in the period from 2003 to 2014 in Celso Amorim 's actions took place. The methodology and materials used for the development of this study are a bibliographical review on the main authors and institutions, as well as a summary historical analysis. It is first discussed how such Brazilian policies were conducted in the period in which the Partido dos Trabalhadores remained in power, and how the impetus was given to unravel the road permeated by obstacles for both to initiate a more meaningful interaction. The Great Strat is a notion that appears in the National Strategy of Defense, made during the Lula Government by Minister Nelson Jobim. It refers to the need to use the full range of resources available to the State, not only military resources, to maintain its security, either during a conflict or to ensure peace on terms that are favorable to it, is the consolidated link between policies. The experience of Amorim was essential for Brazil to start and experience this conjunction, but the impediments are still great for it to be consolidated.
