| Summary: | A função do orçamento público é a maximização do bem estar social. A alocação eficiente de recursos públicos é fundamental para que se alcance esse objetivo. Nesse sentido as Universidades Federais devem gerir seu orçamento de forma eficiente para fazer o máximo com o menor consumo possível. O objetivo da pesquisa é investigar a eficiência em gastos das Instituições Federais de Ensino Superior. O método utilizado foi uma Análise Envoltória de Dados (DEA). Para o modelo foram utilizadas informações de gastos das instituições federais de ensino superior no ano de 2013, além do ranking universitário da folha para o mesmo ano. Os resultados apontam quatro instituições que estão na fronteira da eficiência em gastos: UFAL; UFPE; UFU; e UFS. Por outro lado, a UFG, a UFRR, a UFTM e a UFERSA foram classificas como as mais ineficientes, ficando na fronteira da eficiência invertida. O modelo aponta ainda as folgas ou desperdícios para cada instituição e a influência (benchmark) que algumas instituições exercem sobre as outras. |
| Abstract: | The role of the public budget is the maximization of social welfare. The efficient allocation of public resources is essential for achieving this goal. In this sense the Federal Universities should manage their budget efficiently to make the most with the least possible consumption. The objective of the research is to investigate the efficiency in spending of Federal Institutions of Higher Education. The method used was a data envelopment analysis (DEA). For the model we used information of expenditures of federal institutions of higher education in 2013, as well leaf university rank for the same year. The results show that four institutions are at the frontier of efficiency in spending: UFAL; UFPE; UFU; and UFS. On the other hand, the UFG, the UFRR the UFTM and UFERSA were classified as the most inefficient, being inverted on the border of efficiency. The model also shows the clearances or waste for each institution and the influence (benchmark) that some institutions have on others. |
