combate à impunidade e a justiça internacional.
Abstract
The present work seeks to reflect on the ideology of criminal justice present in International
Relations, particularly as it is manifested in the figure of the International Criminal Court
(ICC) in contemporary times, based on the Court's investigations regarding Ukraine, which
resulted in the issuance of an arrest warrant for Russian President Vladimir Putin in March
2023. Thus, the research question analyzed is: in light of the developments surrounding the
arrest warrant issued for Vladimir Putin and the power struggles within the international
system, what are the repercussions on the status and role of the ICC in current international
politics? It is posited that the Court's mechanisms and decisions are strongly influenced by
politics among nations, with repercussions for the ideology of combating impunity and
international justice. To this end, the following will be presented: the historical background of
the ICC's creation, its institutional structure and functioning, major historical movements
contesting the Court, the history of conflicts between Russia and Ukraine, the ICC's
investigations involving Russian nationals, global leaders interpretations of the indictment of
the Russian president, the history of cooperation between the ICC and states in the
investigation and surrender of indicted individuals, the scenarios and realities surrounding
Putin's indictment, and the tensions between the imperatives of justice and politics in
International Relations. Thus, using a hypothetico-deductive approach and exploratory
qualitative research, the relationship between politics and justice in International Relations
will be discussed through evidence regarding the effectiveness of the Court, focusing on
Putin's indictment by the ICC. It will be observed that the power politics in the field of
International Relations structures a logic of impunity that still prevails in the international
system today.
