Resumo
Toda e qualquer relação social normalmente envolve relações de poder, por conseguinte,
relações políticas. A política, na ampla acepção do termo, é responsável, ou ao menos explica
boa parte da conjuntura socioeconômica contemporânea global. No Brasil, ela está
diretamente relacionada ao arcabouço cultural que lhe é peculiar, marcado por representações
simbólicas afro-ameríndea-ibéricas. No Nordeste, as relações políticas conservadoras, embora
respaldadas pela cultura política vigente, impedem avanços e melhorias sociais mais amplas e
mais efetivas. Esta pesquisa, cuja fundamentação conceitual norteia-se a partir do viés
político-cultural, visa, principalmente, a compreender a relação existente entre cultura e
política no sertão do Seridó Potiguar, buscando identificar e explicar os novos instrumentos
de manipulação e controle social dos agentes e grupos político-familiares, com base em
algumas ações do Estado, com destaque para os Programas Sociais. As referências arroladas
na fundamentação teórica, o amplo levantamento de dados secundários feito e as informações
obtidas através da pesquisa empírica possibilitaram a efetivação e o aprimoramento desta
análise. Algumas linhas principais nortearão as análises empreendidas: uma diz respeito ao
reconhecimento da cultura enquanto capital social, portanto, enquanto elemento capaz de
elevar a qualidade de vida de populações alocadas em áreas geográficas desfavorecidas,
natural e politicamente, como é o caso do Seridó Potiguar; outra se refere ao que essa mesma
cultura política, especialmente, é capaz de respaldar no palco das relações de poder,
impedindo, ou ao menos limitando, o desenvolvimento social com liberdade individual e
grupal; outra linha se preocupa, desde o início do trabalho até às considerações finais, em
sugerir mudanças e propor modelos alternativos, mesmo que isso demande mais tempo para
se efetivar, mas que, certamente, trará mudanças positivas para a sociedade. Este trabalho visa
ainda a somar conhecimentos sobre a região estudada, o Seridó Potiguar, e contribuir com os
estudos acerca das temáticas abordadas, cultura e política, passando pelas relações
econômicas e sociais, no âmbito da Geografia ou de outras ciências sociais.
Abstract
All and any social relationship usually involves relationships of power, consequently, political
relationships. Politics, in the wide meaning of the term, is responsible, or at least explains
good part of the social and political global contemporary conjuncture. In Brazil, it is directly
related to the cultural framework constituted by Afro-Iberian-Indian symbolic representations.
In the Northeast, the conservative political relationships, although backed by the effective
political culture, impede wider and more effective social improvements. This research, which
conceptual basis is orientated towards the political-cultural approach, seeks, mainly, to
understand the existent relationship between culture and politics in the Potiguar Seridó area,
trying to identify and to explain the " new " manipulation instruments and, at the same time,
the social agents control and political-family groups, based in some actions of the State, with
prominence for the social programs. The references inventoried in the theoretical framework,
the wide rising of secondary data as well as the information obtained through the empiric
research made possible the realization and the refinement of this analysis. Some main lines
lead the undertaken analysis: one concerns the recognition of the culture while social capital,
therefore, while element capable to elevate the quality of life of populations allocated in
geographical areas, as it is the case of the Seridó; other refers to that same culture, politics,
especially, it is capable to back at the stage of the relationships of power, impeding, or at least
limiting, the social development with " individual freedom " and social groups; another line
suggests changes and proposes alternative models, even if that demands more time to execute,
but that certainly will bring positive transformations for the society. This paper still seeks to
add knowledge on the studied area, Seridó, as well as to contribute to the studies concerning
culture and politics, taking into consideration the economical and social relationships, in the
ambit of Geography and of other social sciences.
