levaram à invasão e posterior ocupação do Iraque. Serão mobilizadas as justificativas utilizadas
Dessa maneira, será possível compreender as
Abstract
This study seeks to undertake a comprehensive analysis of the United States national security
doctrine in the context of the September 11, 2001 attacks, with the objective of assessing the
impact of these events through the conclusion of George W. Bush’s presidency (2001–2009),
taking into account the key developments across both of his terms. In this regard, particular
attention will be given to the emergence and consolidation of the Bush Doctrine, as articulated
in the National Security Strategy, with the aim of elucidating its core principles and strategic
objectives, which culminated in the invasion and subsequent occupation of Iraq. The analysis
will examine the official justifications presented for the intervention, as well as the reaction of
the international community, in order to demonstrate that the narrative employed by the
administration had been previously constructed and that the attacks served as a catalyst for the
legitimization of pre-existing strategic intentions. Accordingly, the study will seek to evaluate
the broader implications of the invasion for the Bush administration, shedding light on the
ensuing crisis of legitimacy and the political ramifications for the Republican Party, particularly
in relation to human rights violations and the subsequent electoral advantage gained by the
Democratic Party in the 2008 presidential election.
