Resumo
Este Trabalho de Conclusão de Curso analisa os mecanismos de controle de constitucionalidade no município de Uberlândia, com foco na produção legislativa local. Utiliza-se o método de análise qualitativa e quantitativa para examinar os principais fundamentos de rejeição de projetos de lei pelo controle preventivo de constitucionalidade. O estudo revela que, apesar da produção excessiva de normas legais no município de Uberlândia, uma quantidade significativa de projetos de lei apresentados pelos vereadores é rejeitada pelo controle preventivo de constitucionalidade, e destaca o papel da Comissão de Legislação, Justiça e Redação como uma ferramenta eficaz na prevenção da introdução de leis inconstitucionais no ordenamento jurídico. Este estudo serve como um ponto de partida para futuras pesquisas acerca do controle de constitucionalidade no município de Uberlândia.
Abstract
This study analyzes the mechanisms of constitutional control on the municipal laws in Uberlândia, focusing on local legislative production. Both qualitative and quantitative analysis methods are employed to scrutinize the main reasons for the rejection of bills through preventive constitutional control. The study reveals that, despite the excessive production of legal norms in the municipality of Uberlândia, a significant number of bills introduced by the city councilors are rejected because of the preventive constitutional control principle. It also highlights the role of the Legislation, Justice, and Drafting Committee as an effective tool in preventing the introduction of unconstitutional laws into the legal system. This study serves as a starting point for future research concerning constitutional control in the municipality of Uberlândia.
