Resumo
O presente artigo visa analisar o conflito no leste da República Democrática do
Congo (RDC) e seus reflexos na segurança humana e na crise migratória no período de
2019–2023. Assim, busca-se identificar quais são as ações realizadas pelo governo de Félix
Tshisekedi para garantir a segurança e evitar a crise migratória que assola o leste do país. Para
tal, utiliza-se como método de abordagem a pesquisa qualitativa, como ponto de partida a
hipótese-dedutiva de que as ações do governo Tshisekedi foram falhas em apaziguar a região.
O texto demonstra essa hipótese, expondo o agravamento da crise humanitária no leste da
RDC. É identificado que, além da falha da gestão de Tshiskedi, a MONUSCO também falhou
em sua missão de pacificação da região. Sendo assim, a complexidade do conflito exige
soluções duradouras que dependem do fortalecimento do estado congolês, consolidando o
monopólio do uso da força em seu território, e da inclusão das comunidades afetadas
Abstract
This article analyzes the conflict in the eastern Democratic Republic of the Congo
(DRC) and its impact on human security and the migration crisis from 2019 to 2023. The
article pursuits to identify the actions taken by the Félix Tshisekedi government to ensure
security and prevent the migration crisis that ravages the eastern part of the country. For this
purpose, we use qualitative research as our starting point, based on the deductive hypothesis
that the Tshisekedi government's actions failed to pacify the region. The text demonstrates this
hypothesis by exposing the worsening humanitarian crisis in the eastern DRC. It identifies
that, in addition to the failure of Tshisekedi's administration, MONUSCO also failed in its
mission to pacify the region. Therefore, the complexity of the conflict demands lasting
solutions that depend on strengthening the Congolese state, consolidating its monopoly on the
use of force in its territory, and the inclusion of affected communities.
