O Banco Mundial e a Geopolítica do Saber: Desenvolvimento ou Subordinação?

Title: O Banco Mundial e a Geopolítica do Saber: Desenvolvimento ou Subordinação?
Abstract: This study investigates how education was institutionalized within the development discourse promoted by the World Bank and the effects of this discourse on Brazilian educational policies between 1995 and 2015. It examines how the concept of human capital and the logic of economic efficiency turned education into an instrument of structural adjustment, subordinated to the demands of the global market. The research adopts a qualitative methodology through a narrative literature review, drawing on postcolonial and decolonial authors such as Escobar, Quijano, and Mignolo, as well as recent contributions from critiques of neoliberalism. The findings show that, by conditioning its loans on the implementation of neoliberal reforms, the World Bank induced the privatization, standardization, and financialization of the Brazilian educational system, with lasting impacts on equity, sovereignty, and epistemological diversity. The study concludes that the development model promoted by the institution contributes to the reproduction of structural dependency in peripheral countries and hinders the construction of emancipatory educational alternatives.

Abstract: Ageism manifests itself institutionally, interpersonally, and self-directedly, and intertwines with other social markers (racism, sexism, etc.), which deepen the experiences of inequality and violence experienced by older people (Mazuchelli & Oliveira, 2023). It therefore demands an intersectional theoretical-analytical movement capable of questioning unidimensional views of power relations (Collins & Bilge, 2021). In the context of armed conflict, this issue becomes even more latent, considering that the sovereignty of a State, in dispute in this space-time, physically, biologically, and discursively divides who should live or die (Mbembe, 2018). At the intersection of these spheres, this work investigates the discursive representations of older women in the context of the war in Ukraine. To this end, a corpus of ten news reports addressing the experiences of elderly women in this conflict, published between 2022 and 2025, is analyzed based on the theoretical and methodological foundations of Bakhtin's dialogical perspective on discourse and his Circle. On the one hand, the analysis indicates the frequent abandonment of these women, the prejudices that limit their access to humanitarian aid, their loneliness, the condescending manner in which they are represented in journalistic texts, and the way their realities are destroyed by equating ageing with the end of life. On the other hand, it notes the agency of elderly women in the formation and maintenance of communities and in the formalization of complaints against war crimes. It is concluded that paying attention to these women’s voices, particularly through their testimonies, expands their possibilities of life and meaning and opens paths to understanding and confronting this complex form of oppression.

Abstract: This article investigates the United Nations Security Council resolutions adopted during the War on Terror period (2001-2021). The research was based on the Neorealist Theory of International Relations to address the
epiphenomenal character of an international organ such as the Security Council in a world of sovereign States
which value their own survival foremost. Considering that the international system experiences a situation of
unipolarity since the decade of 1990, a conclusion is reached where the security interests of the unipolar power,
the United States, are always going to control the agency of the Council. Account also should be taken on the
impossibility of the settlement of the Israeli Palestinian conflict through the means of the UN, once the US views
a terrorist threat on the Palestinian side and an ally on Israel. Accordingly, Security Council resolutions which
possess as a subject-matter the settlement of the conflict between 2001 and 2021 are not efficient on guaranteeing peace and security to the region, making it so that the fundamental purposes of the Security Council are not contemplated given the primary issue of the security interests of the US.
