Dependência das exportações de commodities e industrialização: desafios de crescimento nas economias africanas

Title: Dependência das exportações de commodities e industrialização: desafios de crescimento nas economias africanas
Abstract: Commodity export dependence is a striking feature of several African economies, influencing
their productive structure and economic growth trajectory. Although natural resource
exploitation may generate significant revenues in the short run, the economic literature suggests
that specialization in primary products may be associated with adverse effects, such as
deindustrialization and limited long-term growth. In this context, this study investigates the
relationship between commodity export dependence, (de)industrialization, and economic
growth in African economies. The research hypothesis is that a high dependence on natural
resource exports hinders industrialization and, consequently, exerts a negative impact on
African economic growth. To test this hypothesis, annual data for African countries from 2000
to 2020 are used to estimate dynamic panel data models through System-GMM. Per capita
GDP growth is used as the dependent variable, while manufacturing share and the interaction
between commodity export dependence and industrialization are the main regressors. The
results indicate that the manufacturing sector has a positive impact on economic growth,
reinforcing the importance of industrialization as a driver of development. On the other hand,
the interaction between manufacturing and commodity export dependence presents a negative
coefficient, suggesting that specialization in primary products reduces the positive effect of
industry on economic growth. These findings are consistent with the Dutch disease and natural
resource curse hypotheses, showing that excessive commodity dependence may undermine
productive diversification and the sustainability of long-term growth. Therefore, policies aimed
at productive diversification, strengthening the industrial sector, and improving institutions are
essential to reduce economic vulnerability and promote more robust growth in African
economies.

Entre a sobrevivência e o desenvolvimento: capital chinês e capitalismo rentístico na Venezuela (2007–2021)

Title: Entre a sobrevivência e o desenvolvimento: capital chinês e capitalismo rentístico na Venezuela (2007–2021)
Abstract: This study analyzes the effects of China’s economic integration into Latin America, with a focus on the Venezuelan case, arguing that the impact of Chinese capital on the development of recipient countries depends fundamentally on each state's institutional capacity to put forward its own agenda. To support this argument, the study reconstructs the Chinese cooperation model—based on the principles of non-interference and a demand-driven system—and examines the trajectory of Latin American development from primary-export dependency to the collapse of the industrialization project. It demonstrates that, in the absence of state planning, Chinese capital tends to deepen existing primary-sector specialization. The Venezuelan case is treated as an extreme manifestation of this dynamic, drawing on Baptista’s (2010) concept of rentier capitalism; the analysis reveals that, amidst the isolation imposed by US sanctions, Chinese capital functioned less as a driver of development and more as a minimal condition for economic survival.

Title: A moda como indústria criativa: contribuições da experiência chinesa para o fortalecimento da economia criativa no Brasil
Abstract: This article examines the concepts of the creative economy and creative industries based on the
2010 and 2024 UNCTAD reports, using them as a framework to analyze the development of
fashion as a cultural creative industry in China and Brazil. By examining Chinese public
policies, with emphasis on the 11th to the 14th Five-Year Plans (2006–2025), the study seeks
to understand how China's experience can contribute to strengthening fashion as a creative
industry in Brazil, particularly following the reestablishment of the Secretariat for the Creative
Economy in 2025. To this end, a qualitative study with an interpretative approach was
conducted, based on a bibliographic and documentary review. The findings indicate that
strengthening fashion as a creative industry in Brazil depends on the formulation of consistent,
coordinated, multidisciplinary, and long-term public policies capable of enhancing the sector's competitiveness, promoting Brazilian cultural identity, and expanding the country's
international presence by transforming its symbolic capital into economic value and cultural
influence
