Abstract: The management of the National School Feeding Program (PNAE) in large
municipalities faces significant operational challenges. In Uberlândia, many key
processes in the management of the Municipal School Feeding Program (PMAE), such
as menu planning and stock control, remain dependent on manual methods or
fragmented spreadsheets, generating risks of errors, rework, and low transparency. The
objective of this work was to analyze the feasibility of the tools currently used and to
assess the need for computerization of PMAE management in Uberlândia. The
methodology adopted a qualitative-quantitative approach, configured as a case study. A
structured questionnaire was administered to the entire technical staff (n=20) of the
program's nutritionists, yielding a 100% response rate. The instrument used the
Technology Acceptance Model (TAM) to measure receptivity to innovation. The
quantitative results confirm the operational bottlenecks: the perception of integration
between sectors is low (mean 2.5/5), and the frequency of rework is considered high
(mean 3.3/5). The main challenges identified were the "Lack of data standardization"
(26.6%) and the "Difficulty in finding updated information" (21.9%). Conversely, the
TAM results revealed an ideal human receptivity, with high means for Perceived
Usefulness (4.8/5), Perceived Ease of Use (4.7/5), and a unanimous Behavioral
Intention to Use (5.0/5). It is concluded that the implementation of an integrated digital
platform is not only an urgent necessity to overcome the diagnosed bottlenecks but also
highly viable, given the technical staff's complete receptiveness to the concept.

Terceirização dos serviços de nutrição em hospitais: impactos na qualidade e na segurança alimentar

Title: Terceirização dos serviços de nutrição em hospitais: impactos na qualidade e na segurança alimentar
Abstract: Outsourcing nutrition services in healthcare institutions has become a widely adopted strategy
to optimize resources, reduce costs, and enhance operational efficiency. However, its
effectiveness depends directly on the quality of oversight and contractual control mechanisms.
This study aimed to evaluate the services provided by an outsourced nutrition company in a
hospital from 2022 to 2024. The Results Measurement Instrument (RMI) served as the basis
for analysis. The research used both qualitative and quantitative approaches, relying on the
documentary analysis of technical inspection reports provided by the hospital. The data were
organized into graphs and discussed alongside the literature on outsourcing and quality
management in hospital services. The results indicate that, between april/2022 and
august/2024, the indicators of punctuality, adequacy of non-conformities, specification of
supplies, hygienic conditions, and general supervision showed fluctuations. However, they
did not demonstrate consistent improvement. Conversely, microbiological control exhibited a
continuous growth trend. This established it as a critical point for management to prioritize.
The percentage of contractual discount decreased significantly throughout 2023, but increased
again in 2024, particularly in January and July. These increases signaled setbacks in service
quality. The overall score, in turn, rose. This should be interpreted as a negative result, since it
indicates a greater number of nonconformities. Thus, outsourcing proves to be a viable
strategy for hospital management, provided it includes effective and systematic monitoring
and evaluation instruments. The IMR helped identify failures and opportunities for
improvement, although it needs refinements. Future studies should expand the sample and
include user perceptions.

Abstract: The National School Feeding Program (PNAE) serves approximately 40 million students in public basic education networks throughout Brazil and is recognized as one of the largest programs of its kind in the world. Managing this policy involves planning nutritionally adequate menus, procuring foodstuffs (with at least 30% of purchases from family farming in 2025 and 45% in 2026), coordinating distribution logistics, and providing transparent accountability. In large municipalities, such as Uberlândia, Minas Gerais, these challenges are intensified by the high volume of meals, multiple school units, complex delivery routes, cold chain requirements for perishables, and strict delivery time windows. Accordingly, this study used a documentary and comparative review to analyze digital tools that help increase efficiency, traceability, and nutritional quality within the Municipal School Feeding Program (PMAE). To this end, the following sources of information were used: documentation from FNDE/PNAE, the Ministry of Agriculture and Agrarian Development (MAPA/MDA), oversight bodies (Federal Court of Accounts – TCU, Office of the Comptroller General – CGU) and the Public Prosecutor’s Office, municipal governments and municipal education secretariats, nutrition councils and professional bodies (CFN/CRN) and CECANEs; in addition, searches were carried out in databases such as SciELO, Google Scholar, LILACS, and institutional repositories. The study argues that, although electronic spreadsheets are still widely used, in large networks they become operational bottlenecks—being prone to formulation errors, duplicate versions, and weak integration with inventory control. In contrast, the adoption of integrated school meal management systems and PNAE-specific platforms (e.g., Plan PNAE, IQ-COSAN, SIGPNAE, support applications) has been associated with reduced delays, decreased waste, greater compliance with program regulations, and improved transparency for the community. The article presents the benefits, limitations, and opportunity costs associated with this digital transition, with emphasis on the case of Uberlândia and comparison with other municipalities of similar profile. The study concludes that digital transformation constitutes a necessary pathway to improving the efficiency, transparency, and nutritional quality of the PNAE in large networks. When accompanied by adequate infrastructure, governance, and capacity-building, process modernization strengthens food security, optimizes the use of public resources, and ensures that school feeding fully fulfills its social role. In summary, digitalization is not merely a technical advance but a strategic instrument for a more effective, equitable, and sustainable PNAE.
