Abstract: Municipal public administration has been pressed to improve service quality and to modernize its work processes, an agenda that depends both on organizational change and on employees' willingness to sustain such change in daily practice. This dissertation examines the relationship between perceived organizational innovativeness and work engagement among civil servants of the Municipality of Uberlândia (PMU). The study draws on the Job Demands-Resources (JD-R) theory, according to which resources available in the work environment fuel the motivational process that sustains the individual's bond with his or her activity, and relies on open systems theory and on the multilevel perspective to justify the crossing from the organizational to the individual level. This is applied, quantitative research, carried out through a cross-sectional survey with 129 civil servants. Perceived organizational innovativeness was measured by eight items adapted from Wang and Ahmed (2004) and work engagement by five items from Siqueira et al. (2014), both on a seven-point Likert scale. Data were processed in Python 3 (descriptive statistics, reliability, dimensionality and group comparison) and in SmartPLS 4 (partial least squares structural equation modeling). Parallel analysis indicated a unidimensional structure for both scales. Engagement fell below the neutral point of the scale (M = 3.143), while perceived innovativeness stood practically on it (M = 3.963). The structural coefficient confirmed the hypothesis that perceived innovativeness precedes engagement (β = 0.438; t = 7.201; p < 0.001; R² = 0.192; f² = 0.238). Relevant differences were found by age group in engagement and by department in perceived innovativeness. The findings support a protocol of procedures aimed at strengthening engagement through the management of the innovation experience in the workplace.

Abstract: This study aims to explore the factors influencing the acceptance of recycled plastic products derived from agricultural pesticide packaging and produced through short supply chains for the B2B market in the Triângulo Mineiro region. Specifically, it seeks to identify these influencing factors, understand the impacts of local production and material origin, and analyze how positioning and communication strategies can overcome negative perceptions. As an exploratory and descriptive qualitative research, this study relies on in-depth semi-structured interviews with local rural producers and resellers. The interview transcripts were subjected to content analysis to identify behavioral patterns. The results reveal that clients fear recycled plastic may compromise product quality and durability. Furthermore, using material derived from pesticide packaging raises concerns about potential soil contamination and the loss of organic certifications. Regarding short supply chains, although local manufacturing is praised for reducing logistics costs and strengthening the regional economy, it still faces the barrier of buyer loyalty to traditional suppliers. Ultimately, the study highlights the need for assertive communication, transparency, and trust-building strategies to overcome these barriers and foster product acceptance. As a result of this work, a communication guide was developed for recycled products made from pesticide packaging.

Abstract: The advancement of global digitalization has driven the expansion of AI data centers, which are essential infrastructures for data storage, processing, and transmission. However, these facilities require substantial amounts of electricity and water resources while also contributing to greenhouse gas emissions, raising concerns about their environmental sustainability. In this context, this dissertation aims to analyze the water and energy feasibility associated with the implementation of an AI data center in the municipality of Uberlândia, Minas Gerais, Brazil, considering the regional supply and demand conditions of these resources in the Triângulo Mineiro region. The research is characterized as a descriptive study with a qualitative approach supported by secondary data, employing an integrative literature review, documentary analysis, and a case study as methodological strategies. Initially, international cases of AI data centers are examined, focusing on their environmental impacts and mitigation strategies. Subsequently, an assessment of the energy and water conditions of the study area is conducted, followed by an estimation of the facility's resource consumption based on internationally recognized metrics, namely Power Usage Effectiveness (PUE) and Water Usage Effectiveness (WUE). The results indicate that, in aggregate terms, the Triângulo Mineiro region has a water supply compatible with the project's initial operational capacity, although localized and seasonal water scarcity remains, particularly during the dry season of the Cerrado biome. Regarding energy availability, the findings reveal greater concern due to increasing competition for electricity resources, suggesting that the feasibility of implementing the AI data center in the region is highly conditional rather than unrestricted. As the Technical and Technological Product (TTP) of this research, the METAS-DC – Method for Assessing Data Center Sustainability was developed, a replicable instrument structured around environmental, energy, water, social, and economic dimensions, designed to support the sustainability assessment of data centers and to inform decision-making by public and private managers. It is expected that the findings will contribute to the ongoing debate on the sustainability of digital infrastructure expansion by providing evidence to support the implementation of AI data centers in a manner that is more balanced and aligned with the regional conditions in which they are established.

Title: Modelo institucional para o desenvolvimento do acompanhamento de egressos: uma proposta fundamentada na análise da maturidade institucional, desenvolvida a partir da experiência da ESTES/UFU
Abstract: Graduate tracking is a relevant activity for institutional development, but it may present different levels of organization and consolidation across institutions. This research aimed to develop an Institutional Model for Graduate Tracking (MIAE), grounded in the analysis of institutional maturity and developed from the experience of ESTES/UFU. This is an applied research study with a predominantly qualitative approach, oriented toward the development and application of an institutional model. To operationalize it, FADI-IA was developed as a hybrid methodological framework for the collection, organization, processing, and analysis of public institutional evidence. The model was applied to an analytical universe of 58 institutions, after excluding six units that did not meet the established criteria. The analysis was structured around 11 factual criteria, operationalized into nine institutional-capacity variables that compose the Global Capacity Index (IGC), while maturity was classified through the Institutional Maturity Requirements (RMI), defined by deterministic precedence rules. The application produced Scenario 1, resulting from the automated execution of FADI-IA, and Scenario 2, following verification and supplementation of evidence by the researcher in selected cases. The results revealed heterogeneity in institutional capacities, highlighting the weakness of “Update,” with a mean of 0.19 in Scenario 1 and 0.43 in Scenario 2, and the highest relative performance of “Engagement,” with means of 0.57 and 1.16, respectively. The comparison demonstrated the influence of the qualification of the factual evidence base on the maturity diagnosis, with a reduction in RMI-1 from 37 to 19 institutions and an increase in RMI-5 from 1 to 6. The results demonstrate the feasibility of operationalizing the MIAE through FADI-IA and the complementarity between automation and human intervention, also highlighting the importance of the availability and locatability of institutional evidence for automated processing. It is concluded that the MIAE provides a structure for diagnosing capacities, recognizing different levels of maturity, and supporting the institutional development of graduate tracking.
